Mr. Mann is the Chief Technical Officer for the Golden Dome Strategic Alliance at AE Industrial. He previously served as the Program Executive in the MDA for Aegis-Based Defense, leading a team of engineering and acquisition professionals to develop, test, field, and sustain operational defenses for the United States and its coalition partners. As the Department of the Navy’s Chief Systems Engineer (CHENG), Mr. Mann directed the Navy’s enterprise-wide engineering portfolio and served as a national expert in systems engineering, overseeing development, integration, testing, systems analysis, fielding, and sustainment of advanced Integrated Air and Defense systems. His teams supported the delivery and employment of air and defense capabilities for U.S. allies in the Middle East and the Red Sea. From 2017 to 2021, Mr. Mann served as the Technical Director for In-Service Engineering of the Navy’s Surface Combatant Fleet. From 2013 to 2017, Mr. Mann served as the Executive Technical Director at White Sands Range, leading all Joint T&E activities. From 2010 to 2013, Mr. Mann supported the Under Secretary of Defense for Acquisition, Technology, and Logistics as the Assistant Deputy Director. From 2006 to 2010, Mr. Mann was the Mine Resistant Ambush Protected (MRAP) Joint Program Manager, leading procurement, fielding, and sustainment for the MRAP Vehicles Program. His teams produced, fielded, and sustained more than 27,000 highly survivable vehicles in less than five years in two theaters of war. He led a program designated as the Secretary of Defense’s top priority, which grew to more than $50 billion and contributed to reducing injuries and fatalities. Mr. Mann’s decorations include the Secretary of Defense Medal for Distinguished Service, the Army Meritorious Civilian Service Award, the Secretary of Defense Medal for Meritorious Civilian Service, a Joint Meritorious Unit Citation, the Rear Admiral Wayne E. Meyer Memorial Award for Acquisition Excellence, the David Packard Excellence in Acquisition Award for JPO MRAP, and three Navy Superior Civilian Service Medals.
