Rear Admiral (Ret.) Leonard “Butch” Dollaga is a Managing Director at AE Industrial and is a part of the AE Industrial Washington Operations Group focused on National Security. Prior to joining AE industrial, he retired from the United States Navy following a career of more than 30-years and last served as the Chief of Legislative Affairs for the Department of the Navy (“DON”), working with Congress on the DON’s annual $258 billion budget request. He played a key role in securing Congressional support for the Presidential Tri-Lateral AUKUS security partnership between the United States, Australia and the United Kingdom. His experience in National Security requirements and budgeting includes analyzing military budgets on the Joint Staff J-8 Program and Budgeting Analysis Division as well as leading the DON’s Congressional Appropriations Matters Office to secure Congressional funding. A career submariner, RADM (Ret.) Dollaga’s command assignments include Submarine Group SEVEN (leading submarine operations in Western Pacific and Indian Oceans), Undersea Warfighting Development Center (“UWDC”), and Submarine Development Squadron TWELVE. In these roles, he led the development of enhanced undersea warfighting capabilities across the globe, building synergy among the aviation, surface and submarine warfare communities, as well as strengthening ties with Allies and Partners around the world. While at UWDC, he started the first submarine force acoustic artificial intelligence program, Project HARBINGER, that successfully transitioned to a Program of Record for the Navy.
